Douglas Milne, The Letter of Paul to the Romans, New Delhi: Masihi Sahitya Sanstha, 2024.

This is a commentary which is specifically designed for readers on the Indian sub-continent, but it would be ideal for all pastors, Bible-study leaders, and Christians who want a little help in navigating this most important of Paul’s epistles – if one is allowed to say that.

Dr Milne says he has no special claim for writing this commentary, but there is deep thought here. There is scholarship, but it is worn lightly. There are no footnotes, and no references to other scholars. Where other commentaries might indulge in word battles over, for example, the Greek expression for ‘the righteousness of God’, Dr Milne simply lists the occurrences in Romans, and explains them in their varying contexts (pp.35-38). ‘Propitiation’ too receives a clear and helpful treatment (Rom.3:25).

Unlike Martyn Lloyd-Jones, Dr Milne sees a reference to water baptism in Romans 6:3-4 – and surely this is correct.  The omission of ‘sanctification’ in Romans 8:30 is because it is subsumed under ‘glorification’, since both signify transformation in Christ. In dealing with the doctrine of election in Romans 9, the explanation is sensitive but straightforward. No backward steps are taken.

Contrary to the views of many in Reformed circles, the claim that ‘all Israel will be saved’ (Rom.11:26) is understood ethnically. As Dr Milne says, quite rightly in my view: ‘A spiritual reading of “all Israel” rather than an ethnic one would not be a mystery revealed only to the apostles.’ (p.244)

A true teacher, Dr Milne finishes each section of the commentary with a collection of summary statements under the heading: ‘What have we learned?’ The result all round is a commentary for all seasons and all audiences. It is warmly commended.
